



The City of Belleville is the provider of the Refuse & Recycling Program for its residents. As a new customer, as soon as you turn on your water, service will start. We provide once a week pick up of trash, recycling, and yard waste.
The Sanitation Department Administrative Office is located at 213 South Illinois. The department consists of a Director, a Foreman, 16 drivers and a Secretary. In addition to providing refuse & recycling program for its residents this department also enforces the City's public health, nuisance, weeds, and sanitation ordinances and regulations.
How much does the service cost?
Basic service is $18.00 per month, which includes once per week refuse, recycling, and yard waste collection.
What is the billing cycle for the services?
Fees are billed along with the sewer bill on a monthly basis. The cost is $18.00 per month. SENIOR DISCOUNT: Residents 65 or older receive a discount price of $14.00.
What about large item(s) pickup?
The City offers a large item pick up on a daily basis for a minimum fee of $45.00. To arrange for a pick up call the Sanitation Administration Office one day prior at 233-6816, between the hours of 8:00a.m. an 4:30p.m., Monday through Friday.
What size containers do I use?
GARBAGE: Trash cans up to 45 gallons in capacity, must have handles and lids and weigh no more than 60 pounds when filled. Forty-five (45) gallon cans may be used, however all of the trash in the container must be bagged, loose trash will not be collected.
YARD WASTE: Biodegradable two-ply Kraft paper bags designed for yard waste collection or trash cans clearly marked YARD WASTE in letters not less than 4 inches high shall be used. Trash cans must have handles, not to exceed 32 gallons in capacity, and weighing no more than 60 pounds.
What does yard waste include? Yard waste includes leaves, grass clippings, limbs, and branches (not to exceed 6 inches in diameter). Yard waste DOES NOT include dirt, sod, rock, concrete, asphalt, lumber, tree stumps, or logs over 6 inches in diameter.
Yard Waste Schedule: Yard Waste Collection will be picked up during the 2nd full week of January and February during the winter. Weekly pickup of yard waste will run from the first full week of March through the 2nd Friday of December. Yard waste collecion is weather permitting.
RECYCLABLES: The City offers curbside recycling for all residents. Those residents with existing containers, can place ALL recyclables co-mingled into an existing container or can place all recyclables in a 32 gallon trash can properly marked for recycling. NO SORTING IS NECESSARY OF RECYCLABLE MATERIALS. The City collects the following recyclables

Do I have to recycle?
Your participation is critical to preserve our environment. Of the two landfills in St. Clair County, one will close in approximately 8 years. We expect the costs for landfill disposal to steadily increase. Recycling is a way to reduce our dependency on landfills, which will help us manage long term costs, along with preserving the environment for our children and future generations.
General Information
Containers shall be in good repair with handles and lids. Placement of containers shall not be more than 5 feet from the property line and must be out by 7:00a.m. the day of pick up and must be removed within 24 hours. During the months of June/July/August containers must be placed out by 6:00a.m. the day of pick up. Holiday refuse collection must be placed out by 6:00a.m. the day of pick up. Weather conditions such as snow and/or ice prohibit recycling trucks from collecting recyclables. Please do not set out recyclables during hazardous weather conditions.
Note on Grass Cutting
All yards and lawns must be cut when the height reaches 8 inches (preferably before). Failure to maintain your lawn will result in a notice of violation. The City will re-inspect after five (5) days. If not, the City will have it cut, cost will be doubled, plus a $20.00 service fee. Failure to pay in 30 days will result in a lien being placed on the property.
Leaf Burning Schedule

All Leaf Burning will be eliminated within the City of Belleville effective December 16, 2011
Times:
10:00a.m. - 4:00p.m.
Violations of City Ordinance: $100.00 to $500.00 per occurrence.

If your pick up falls on or after a holiday, your pick up for that week will be delayed by one (1) day. Holiday refuse collection begins at 6:00a.m.
